For this question I would say that the answer is the first option "Most detainees were U.S. citizens and were being held without charges or the prospect of a speedy hearing". During WWII, the United States placed Japanese-American citizens in internment camps because they were of Japanese descent, so they figured that every single one of them was a spy. This was an unjust and unconstitutional act, that would embarrass the United States for years to come.  I hope this helps :)
