Bossuet argues that the king is the "minister" appointed by God to reign over the people in his stead. This shows his insistence on the "divine right" of kings and the tenets of royal absolutism, which were a prominent feature of the French monarchy starting with Louis XIV. Kings were meant to have total control over their subjects, and the subjects were likewise to trust royalty to make decisions that benefited them.
