That could be expressed in two different ways ... because
there are no parentheses in your question.

One way:
Call the number ' N ' .
Nine plus the number is     (9 + N)
That much times 14 is    14(9 + N) .

The other way:
Call the number ' N '.
The number times 14 is         14N
Nine plus that is               9 + 14N .
