Do different cultures have different rules or expectations about helping others

Yes, they do!

In some cultures, helping others is required, especially in the collective cultures, and some cultures have deviced complex cultural norms to do that, for example Chinese guanxi is a "debt" one person has with another because this other person helped them before - and that person is expected to help them now. 

On the other help, in some other, moslty individualistic cultures, helping others might be seen as accusing them of a weakness, so people are very cautious when doing so.
