A constitutional monarchy is where the governing powers of a monarch are restricted to the terms of a constitution. However, this can be a constitution that is written or unwritten and the monarch acts as a non-party political head of state. They can hold reserved powers. An absolute monarchy holds all powers over his or her people and everything going on in the country and has unrestricted political power.
