Should governments have the power to limit the rights of their citizens during wartime? Explain your answer.

In theory the governments should perhaps have this power, but they should not always use it or they should only use it responsively. They could however ensure the safety of their citizens this way, such as not letting them go to places of danger or gather in a way that they could be the aim of enemy's attack.
