The plan was to reunify the country following elections for a new, national government. Efforts to reunify the Korean peninsula proved unsuccessful as both United States and the Soviet Union sought to create a unified Korea with a government loyal to their own country's interests.
North Korea aimed to militarily conquer South Korea and therefore unify Korea under the communist North Korean regime.
