If it is NaCl dissolved in 2 liters of water, then with water 1ml=1gram so 2 liters is 2000ml or 2000 grams so the concentration is 58.5/2000 or 2.925% and this calculation is possible once again due to the 1 ml or 1 cc = 1 gram.
