When the city of chicago buys ipads™ for its restaurant inspectors to use during their visits, the purchase from apple would be considered?

I would say a bulk purchase ie buying many ipads at once as there would be many such restaurant inspectors needing to record the data from their restaurant visits and presumably if there was a bulk order the total cost would be reduced.
