We know that 1/2 and above rounds up and below 1/2 rounds down

3/10 is lower than 1/2
When you round down you get 20

Your answer is 20

This would be 20.
20 3/10 = 20.333 (repeating the 3)
Since 3 is not 5 or more the number will not round up to the next whole number
