y = mx + b
slope(m) = 1/3
(-4,-3)...x = -4 and y = -3
now we sub and find b, the y int
-3 = 1/3(-4) + b
-3 = -4/3 + b
-3 + 4/3 = b
-9/3 + 4/3 = b
-5/3 = b

so ur equation is : y = 1/3x - 5/3
