7/15 + -2/3 x 0.4 - 3 1/3

-2/3 = -10/15

7/15 + -10/15 = -3/15

-3/15 x 0.4 = -0.3

-0.3 = -3/10

-3/10 - 3 1/3

3 1/3 = 10/3

-3/10 - 10/3

-3/10 = -9/30, 10/3 = 100/30

-9 - 100

100 - 9 = 91

-3/30 - 100/30 = -91/30

-91/3 = -30.3, 30/3 = 10

-30.3 rounded is -30.

30/10 = 3/1 = 3

The answer is 3.

Let me know if this is the correct answer. :)
