Answer: if the government has a decreasing population they will encourage families to have more children, some give medical care and support those families that chose to have children financially.

Explanation:

Pronatalist means they encourage pregnancies and anti-natalist means they discourage them. When governments enact anti-natalist policies they up the costs of baby supplies and medical care.
