You can consider the asteroid belt to mark the boundary. From there, 'inner' and 'outer' refer to their distances from the sun.

the asteroid belt acts like a boundary and the planets that are in it are then inner planets but on the other side of the asteroid belt those planets are called the outer planets. hope this helps!
