France was replacing Spain as the dominant power in Europe, its kings were absolute rulers and for the most part the central government had far more authority over the nobles than in other countries. England, on the other hand, had a strong navy that was considered one of the best in Europe. Over in America, the British had far more populous and productive colonies than the French.
