We know that the real number of tickets sold was within 35 tickets of 350. "no more than 35" implies a difference less than or equal to 35, meaning we want to use ≤ in our equation.
The following absolute value inequality describes our ticket range: |350 - x| ≤ 35
Plug a few numbers in for x to make sure this function makes sense: x = 360 |-10| = 10 ≤ 35
