the way to find the highest common factor of two numbers is to find the factors of both numbers first. to do this you must find what numbers multiply together to come to a total of your number

14: 1x14, 2x7
21: 1x21, 3x7

the common factors these numbers have are 1 and 7. the highest common factor therefore would be 7! i hope this helps you out!
