Tim- 16 laps = 40 minutes
1 lap= 2.5 minutes

Jim- 30 laps = 1 hour 14 minutes
30 laps = 74 minutes
1 lap = 2.47 minutes

Tim can walk 1 lap in 2.5 minutes while Jim can walk 1 lap in 2.47 minutes meaning Jim walks faster.
