You need to first change the original equation into slope-intercept Form.
[tex]3x + 2y = 4 \\ 2y = - 3x + 4 \\ y = - \frac{3}{2} x + 2[/tex]
Parallel lines have the same slope but the new equation has a y-intercept at (0,6), so the new equation looks like
[tex]y = - \frac{3}{2} x + 6[/tex]
that's your answer.
