Using y = mx + b

8y = 4x - 16  ⇒   y = [tex]\frac{1}{2}x[/tex] - 2

-x = -2y - 4  ⇒  2y - x = - 4   ⇒   2y = x - 4   ⇒   y = [tex]\frac{1}{2}x[/tex] - 2

Since the equations have the same slope ([tex]\frac{1}{2}x[/tex]) and y-intercepts (-2), then they are the same line.  Thus, they intersect at every point so have infinite solutions.
