The reason we have traffic laws is control, safety and uniformity.
When laws did not exist or were not enforced injuries and deaths happened. The first traffic laws had to deal with issues caused by horses and wagons, including animals that might become frightened due to fire or noise. However, as the traffic changed so the traffic laws have developed.
