I believe the answer is: He compared the development of a society to the evolution of living things.

He was known for comparing society to living organisms because of several similarties:
- Both of them have the abiltiy to grow and develop
- Both of them is consist of smaller parts/structures with their own function
- There is one central control in both of them (for society  it is the government , for living things it is the brain)
